How that risk is allocated at procurement — among the owner, the concessionaire, the lenders and the builder — largely determines what happens when conditions change.

Jerry advises owners and project participants across the full life of these transactions: procurement, negotiation, execution, administration and post-completion. His experience spans both traditional delivery and project-finance and P3 models on megaprojects, which lets him anticipate where a structure will be tested and build the give into the agreement before it is needed.

These transactions do not end at financial close. Jerry advises through construction, commissioning and the post-completion phase, where the questions turn to performance, availability and the handling of change — the stage at which the risk allocation agreed years earlier is finally tested against reality.
